The only time there is a hole in the Ozone is when there is a Polar Vortex. Yes there is a loss of Ozone, but this would be replaced by Ozone from the rest of the atmosphere. The Polar vortex prevents this from happening. There is also a hole that appears in the Arctic, but only when there is a Polar Vortex.
